Obama to tread carefully in immigration debate

WASHINGTON (Reuters) - President Barack Obama will move cautiously into the debate over U.S. immigration reform on Tuesday, seeking to build momentum for a new bipartisan plan to offer a pathway to citizenship for the country's 11 million illegal immigrants.

Reflecting the growing clout of Hispanic voters, Obama will travel to Nevada little more than a week after his second inauguration and make the case for swift action by Congress to overhaul immigration laws.

The trip comes a day after a group of influential Senate Democrats and Republicans laid out a broad plan of their own.

Immigration reform could give Obama a landmark second-term legislative achievement but he must be cautious in his approach. His challenge is to help build public support for the senators' framework, which is in line with many of his main ideas for a sweeping immigration overhaul, while not alienating his fiercest Republican foes, who might resist anything with the Democratic president's name on it.

"Today (Obama) will applaud the bipartisan Senate agreement that is (very) consistent with his long-held view," White House senior adviser Dan Pfeiffer said on Twitter.

While Obama is likely to use the bully pulpit of the presidency, backed up by a White House-organized grass-roots campaign, he likely will be more circumspect for now about how personally involved he becomes in congressional negotiations.

"The minute it becomes Obama's plan, the Republicans kick automatically into opposition," said Bill Schneider, a political scientist at George Mason University in Virginia. "The White House knows to back off for now."

Scheduled to speak at a Las Vegas high school at 11:15 a.m. PST (2.15 p.m. ET), Obama does not intend to unveil legislation of his own. He will instead urge lawmakers to press ahead with their efforts even as he restates the "blueprint" for reform he rolled out in 2011, which called for an "earned" path to citizenship, administration officials said. He will offer a few additional unspecified details, one official said.

CONTENTIOUS DEBATE EXPECTED

The flurry of activity marks the first substantive drive in years to forge an agreement on fixing America's flawed immigration system. Although the debate is likely to be contentious, there is a growing consensus in Washington that the conditions are finally ripe for tackling the problem.

Obama and his fellow Democrats see their commitment to immigration reform as a way to solidify their hold on the growing Latino vote, which they won handily in the 2012 election. Nevada, for example, has a fast-growing Hispanic population that helped Obama carry the state in the November election.

Many Republicans, worried that their party has alienated Hispanics with anti-immigrant rhetoric, are suddenly open to cooperation on the issue as they seek to set a new tone.

"When the president addresses this issue Tuesday, I hope he will take a bipartisan approach rather than delivering another divisive partisan speech," U.S. Senate Republican Leader Mitch McConnell said in a statement on Monday.

The eight-member Senate group includes John McCain, a Republican from the border state of Arizona; Charles Schumer, a centrist Democrat from New York; and Republican Marco Rubio of Florida, a Cuban-American favorite of the Tea Party movement who has helped garner support from influential conservatives.

Translating the aspirations expressed by the group into an inevitably lengthy and complicated bill will itself be a major challenge in Congress. At the same time, the White House wants to see further details before Obama will fully embrace the senators' approach.

In an attempt to build support, the Senate proposal would couple immigration reform with enhanced border security efforts aimed at preventing illegal immigration and ensuring that those foreigners temporarily in the United States return home when their visas expire.

Under the proposal, undocumented immigrants would be allowed to register with the government, pay a fine, and then be given probationary legal status allowing them to work.

HOW LONG A PATH?

Ultimately, these immigrants would have to "go to the end of the line" and apply for permanent status. But while waiting to qualify for citizenship, they would no longer face the fear of deportation or harassment from law enforcement if they have steered clear of illegal activity.

Obama's aides consider it a breakthrough that Republican members of the bipartisan group of senators have agreed to a path to citizenship, a concept that many in their party have long opposed as tantamount to amnesty for law-breakers.

The White House remains wary, however. The president's aides have written up extensive legislative language for an immigration overhaul and will step in with their own formal proposals if the Senate effort falls apart, an administration official said. There was some concern that the senators' plan called for a more drawn-out route to citizenship than Obama would prefer but aides believe there is time to reach a compromise that would not leave immigrants' applications languishing in bureaucratic limbo.

Immigration reform, sidelined by economic issues and healthcare reform during Obama's first term, is part of an ambitious liberal agenda he laid out in his second inaugural address. That agenda also includes gun control, gay rights and fighting climate change.

Last summer, Obama took executive action so that the federal government stopped seeking to deport illegal immigrants who had arrived in the United States as children - a dramatic change that was celebrated in the Hispanic community.

After winning the bitterly fought election, Obama promised to tackle the issue comprehensively early in his new term.

?Zoomable? map of poplar proteins offers new view of bioenergy crop

Jan. 29, 2013 ? Researchers seeking to improve production of ethanol from woody crops have a new resource in the form of an extensive molecular map of poplar tree proteins, published by a team from the Department of Energy's Oak Ridge National Laboratory.

Populus, a fast-growing perennial tree, holds potential as a bioenergy crop due to its ability to produce large amounts of biomass on non-agricultural land. Now, a study by ORNL scientists with the Department of Energy's BioEnergy Science Center has provided the most comprehensive look to date at poplar's proteome, the suite of proteins produced by a plant's cells. The study is featured on the cover of January's Molecular and Cellular Proteomics.

"The ability to comprehensively measure genes and proteins helps us understand the range of molecular machinery that a plant uses to do its life functions," said ORNL's Robert Hettich. "This can provide the information necessary to modify a metabolic process to do something specific, such as altering the lignin content of a tree to make it better suited for biofuel production. "

The ORNL research team measured more than 11,000 proteins in different parts of poplar, including mature leaves, young leaves, roots and stems. This systematic approach yielded a so-called proteome atlas, which maps out the proteins present in the various tissue types at a given point in time. Lead coauthors Paul Abraham and Richard Giannone describe how the atlas offers a broad overview of the poplar proteome and also the ability to zoom in on specific biological features, such as pathways and individual proteins.

"We tried to provide a zoomable view, like Google maps, so you can look at the system from various perspectives," Abraham said. "By having these different viewpoints, it makes it easier to mine out the relevant biological information."

Obtaining and analyzing information about plant proteomes is especially tricky, considering a plant such as poplar can potentially manufacture more than 40,000 different proteins. Unlike an organism's genome, which is the same for every cell and remains constant, the proteome varies from cell to cell and changes over time as the plant adapts to different environmental conditions.

"The analytical techniques we've demonstrated allow us to measure the range of proteins very deeply and specifically, so we can start to figure out, for instance, how the protein machinery in a leaf differs from the ones in the trunk," Hettich said. "Or we can look at a tree that's very young versus one that's very old, thus enabling us to understand how all these proteins are changing as a function of the tree growing older."

Knowing how plants change and adapt to environmental surroundings by altering their proteins could help bioenergy researchers develop poplar trees better suited to biofuel production.

"It's the proteins that directly alter the morphology, anatomy, and function of a plant cell," Abraham said. "If we can identify the proteins that create a favorable trait such as fast growth, then we can incorporate that protein or modify it to develop a superior plant with all favorable traits through transgenics."

The study's coauthors are ORNL's Robert Hettich, Paul Abraham, Richard Giannone, Rachel Adams, Udaya Kalluri and Gerald Tuskan.

As Android rises, Asia's trend-setters feel iPhone fatigue

SINGAPORE?? Apple's iconic iPhone is losing some of its luster among Asia's well-heeled consumers in Singapore and Hong Kong, a victim of changing mobile habits and its own runaway success.

Driven by a combination of iPhone fatigue, a desire to be different and a plethora of competing devices, users are turning to other brands, notably those from Samsung Electronics, eating into Apple's market share.

In Singapore, Apple's products were so dominant in 2010 that more devices here ran its iOS operating system per capita than anywhere else in the world.

But StatCounter, which measures traffic collected across a network of 3 million websites, calculates that Apple's share of mobile devices in Singapore ? iPad and iPhone ? declined sharply last year. From a peak of 72 percent in January 2012, its share fell to 50 percent this month, while Android devices now account for 43 percent of the market, up from 20 percent in the same month last year.

In Hong Kong, devices running Apple's iOS now account for about 30 percent of the total, down from about 45 percent a year ago. Android accounts for nearly two-thirds.

"Apple is still viewed as a prestigious brand, but there are just so many other cool smartphones out there now that the competition is just much stiffer," said Tom Clayton, chief executive of Singapore-based Bubble Motion, which develops a popular regional social media app called Bubbly.

Leading indicators
Where Hong Kong and Singapore lead, other key markets across fast-growing Asia usually follow.

"Singapore and Hong Kong tend to be, from an electronics perspective, leading indicators on what is going to be hot in Western Europe and North America, as well as what is going to take off in the region," said Jim Wagstaff, who runs a Singapore-based company called Jam Factory?that's developing mobile apps for enterprises.

Southeast Asia is adopting smartphones fast ? consumers spent 78 percent more on smartphones in the 12 months up to September 2012 than they did the year before, according to research company GfK.

Android rising
Anecdotal evidence of iPhone fatigue isn't hard to find: Where a year ago iPhones swamped other devices on the subways of Hong Kong and Singapore, they are now outnumbered by Samsung and HTC smartphones.

While this is partly explained by the proliferation of Android devices, from the cheap to the fancy, there are other signs that Apple has lost followers.

Singapore entrepreneur Aileen Sim recently launched an app for splitting bills called BillPin, settling on an iOS version because that was the dominant platform in the three countries she was targeting ? Singapore, India and the United States.

"But what surprised us was how strong the call for Android was when we launched our app," she said.

Indeed, 70 percent of their target users ? 20-something college students and fresh graduates ? said they were either already on Android or planned to switch over.

"Android is becoming really hard to ignore, around the region and in the U.S. for sure, but surprisingly even in Singapore," she said. "Even my younger early-20s cousins are mostly on Android now."

BillPin launched an Android version this month.

Standing out from the crowd
Napoleon Biggs, chief strategy officer at Gravitas Group, a Hong Kong-based mobile marketing company, said that while Apple and the iPhone remained premium brands there, Samsung's promotional efforts were playing to an increasingly receptive audience.

For some, it is a matter of wanting to stand out from the iPhone-carrying crowd. Others find the higher-powered, bigger-screened Android devices better suited to their changing habits ? watching video, writing Chinese characters ? while the cost of switching devices is lower than they expected, given that most popular social and gaming apps are available for both platforms.

"Hong Kong is a very fickle place," Biggs said.

Janet Chan, a 25-year-old Hong Kong advertising executive, has an iPhone 5, ?but its fast-draining battery and the appeal of a bigger screen for watching movies is prodding her to switch to a Samsung Galaxy Note II.

"After Steve Jobs died, it seems the element of surprise in product launches isn't that great anymore," she said.

Shifting trends
To be sure, there are still plenty of people buying Apple devices. Stores selling their products in places such as Indonesia were full over the Christmas holidays, and the company's new official store in Hong Kong's Causeway Bay has queues snaking out of the door most days.

But the iPhone's drop in popularity in trendy Hong Kong and Singapore is mirrored in the upmarket malls of the region.

"IPhones are like Louis Vuitton handbags," said marketing manager Narisara Konglua in Bangkok, who uses a Galaxy SIII. "It's become so commonplace to see people with iPads and iPhones so you lose your cool edge having one."

In the Indonesian capital Jakarta, an assistant manager at Coca Cola's local venture, Gatot Hadipratomo, agrees. The iPhone "used to be a cool gadget, but now more and more people use it," Hadipratomo said.

There is another influence at play: hip Korea. Korean pop music, movies and TV are hugely popular around the region, and Samsung is riding that wave. And while the impact is more visible in Hong Kong and Singapore, it also translates directly to places like Thailand.

"Thais are not very brand-loyal," says Akkaradert Bumrungmuang, 24, a student at Mahidol University in Bangkok. "That's why whatever is hot or the in-thing to have is adopted quickly here. We follow Korea, so whatever is fashionable in Korea will be a big hit."

Cool, new views of Andromeda galaxy

Jan. 28, 2013 ? Two new eye-catching views from the Herschel space observatory are fit for a princess. They show the elegant spiral galaxy Andromeda, named after the mythical Greek princess known for her beauty.

The Andromeda galaxy, also known as Messier 31, lies 2 million light-years away, and is the closest large galaxy to our own Milky Way. It is estimated to have up to one trillion stars, whereas the Milky Way contains hundreds of billions. Recent evidence suggests Andromeda's overall mass may in fact be less than the mass of the Milky Way, when dark matter is included.

Herschel, a European Space Agency mission with important NASA contributions, sees the longer-wavelength infrared light from the galaxy, revealing its rings of cool dust. Some of this dust is the very coldest in the galaxy -- only a few tens of degrees above absolute zero.

In both views, warmer dust is highlighted in the central regions by different colors. New stars are being born in this central, crowded hub, and throughout the galaxy's rings in dusty knots. Spokes of dust can also be seen between the rings.

One view, seen at http://www.jpl.nasa.gov/spaceimages/details.php?id=PIA16682 , is a mosaic of data from Herschel's Photodetecting Array Camera and Spectrometer (PACS) and spectral and photometric imaging receiver (SPIRE).

The second view, seen at http://www.jpl.nasa.gov/spaceimages/details.php?id=PIA16681 , shows data from only the SPIRE instrument, which captures the longest of wavelengths detectable by Herschel.

Herschel is a European Space Agency cornerstone mission, with science instruments provided by consortia of European institutes and with important participation by NASA. NASA's Herschel Project Office is based at NASA's Jet Propulsion Laboratory, Pasadena, Calif. JPL contributed mission-enabling technology for two of Herschel's three science instruments. The NASA Herschel Science Center, part of the Infrared Processing and Analysis Center at the California Institute of Technology in Pasadena, supports the United States astronomical community. Jennings? firing is likely to unveil a rampant underground culture, as anonymous sources told Flipside reporters that recruiters often compete against each other to see who can get the most ?free shit? at each job fair. Allegedly, recruiters even compete for bonus points in categories like ?greatest ethnic diversity of students engaged,? ?most obviously fabricated resume,? and ?most egregious misuse of the word ?synergy? in a cover letter.?

When asked about the fate of all the free memorabilia accumulated at job fairs, Jennings replied incredulously, ?What!?! All this shit? We use these resumes as toilet paper. Nobody gets hired based on this, of course.?

BERLIN (Reuters) - Britain is right to demand greater openness in the European Union but cannot expect to be accorded special rights that might unravel the bloc, senior members of German Chancellor Angela Merkel's coalition were quoted on Sunday as saying.

British Prime Minister David Cameron triggered dismay in many European capitals last week with his call for radical reform of the EU and his promise of an "in-out" referendum on Britain's membership by the end of 2017, provided he wins a second term.

Germany, Europe's largest economy, is keen to keep a kindred advocate of free trade and open markets inside the EU and has been more measured in its criticism while making clear there are limits to how far it can go in accommodating British concerns.

"It would be entirely wrong to respond to Prime Minister Cameron's overture with a kneejerk rejection," said Alexander Dobrindt, general secretary of the Christian Social Union (CSU), Bavarian sister party of Merkel's Christian Democrats (CDU).

"Whoever condemns wholesale Cameron's idea for a national referendum on Europe fans distrust towards Europe, as if Europe must hide away from people," he told weekly Spiegel magazine.

Bavaria's Economy Minister Martin Zeil, of the liberal Free Democrats (FDP), junior partner in Merkel's coalition, also defended Cameron's speech, especially his call for measures to improve Europe's competitiveness.

Both the CSU and the FDP have become more critical of the European Union during the euro zone debt crisis amid concerns the currency area may turn into a 'transfer union' whereby richer countries such as Germany have to keep bailing out poorer neighbors.

But Dobrindt also signaled the limits of German patience.

"It is clear that in an optimal Europe there can be no place for special rights for individual countries," he said, adding that included Britain's cherished rebate negotiated in the 1980s that reduces its contribution to the EU's central budget.

German Foreign Minister Guido Westerwelle of the FDP said in an article for Die Welt newspaper there could be no far-reaching repatriation of EU competences to the national level as Cameron wants because it would wreck the single market.

"I fear that in so doing we would call up spirits which, like the sorcerer's apprentice in Goethe's poem, we would no longer be able to control," he wrote in an article which also endorsed British calls for more transparency in the EU.

Merkel, speaking in Chile during a summit of European and Latin American leaders, repeated her view that London and its European partners must seek a mutually acceptable compromise.

Merkel said she told Latin American leaders quizzing her about a possible British exit: "We, insofar as we represent here the whole EU, say quite unanimously that we wish Britain to stay in the EU."

Blackhawks tie franchise-best start with 3-2 win

COLUMBUS, Ohio (AP) ? This was supposed to be the weekend for the NHL All-Star Game at Nationwide Arena.

Instead, the Chicago Blackhawks flaunted their own constellation of stars.

Patrick Kane had yet another multipoint game with two assists, Jonathan Toews scored the game-winner early in the third period and Corey Crawford had 24 saves to help Chicago match the best start in franchise history with a 3-2 victory Saturday night over the Columbus Blue Jackets.

The only other time the Blackhawks began a season 5-0-0 was 1971-72.

"That was one of those games where maybe we didn't play our best hockey like we've seen in the last five games, but as a team it doesn't matter who goes out there you've got to find a way to win," Toews said. "And we did that."

Crawford, who won for the fourth time this season, was solid all night but particularly when the Blackhawks were a man down. They killed all five penalties.

"I feel good, I feel focused," Crawford said. "The puck looks pretty big right now. Also, everyone's making the effort to play defense. It's showing in the first bunch of games ? guys are coming back to help out and that helps us get to offense after that."

Badly outplayed at the outset, the Blackhawks played methodical, poised and unhurried hockey all night. Even when down 1-0, it seemed only a matter of time before they collected themselves and took control.

"Finding ways to win is important," coach Joel Quenneville said. "You're not going to be great every night or your best every night. Columbus played a hard-working game, working harder than us tonight. But we got key saves from (Crawford) tonight and that helped us."

The All-Star Game, of course, was cancelled by the 119-day lockout that reduced the season to 48 games for each team over 99 days.

Steve Mason held his own with 21 saves for the Blue Jackets, who lost their third in a row. A goal by Derick Brassard was waved off in the second period when the officials ruled Nick Foligno interfered with Crawford. That decision caused a sellout crowd of 18,381 to boo throughout the game.

"You never know how a game's going to end up," Blue Jackets coach Todd Richards said. "(The goal being disallowed) certainly changed the course of the game. At the time, we were down 2-1. It's a huge play. He (referee Dan O'Rourke) makes the call, he saw what he saw. There's nothing we can do once he makes the call."

On the power play after Jamal Mayers went to the penalty box for unsportsmanlike conduct, Brassard's slap shot from the point beat Crawford. But O'Rourke immediately waved off the goal. Replays showed Foligno's right skate was in the crease, although there was no apparent contact between him and Crawford.

Between periods, Foligno said O'Rourke told him that the goal was disallowed because "I had bumped (Crawford) and didn't give him time to reset."

The crowd booed lustily at every opportunity the rest of the night.

Quenneville said later that replays showed clearly that it should have been a tying goal.

Mark Letestu gave Columbus a 1-0 lead and Artem Anisimov scored late to make it interesting for the Blue Jackets, who have been outscored 12-3 in their losing skid.

Toews, off of Kane's second assist of the night, put the Blackhawks up two goals 6:35 into the third after a turnover in the Chicago zone. Letestu's pass was deflected by Marian Hossa with Kane retrieving it. He fired a blind, quick pass to Toews who was all alone behind the defense. Toews faked left, then right, before flipping the puck past Mason for his third of the year and a 3-1 lead.

Anisimov backhanded in Brandon Dubinsky's wraparound attempt with 2:19 left in regulation, but the Blue Jackets could not get the equalizer.

Kane now has more than one point in four of the five Chicago games and has two goals and seven assists.

"You can tell he's good ol' Kaner," Toews said. "He's going to work hard and make plays."

The Blue Jackets could only think about the goal that didn't count.

"Overall everybody worked hard," Mason said. "It's unfortunate. I'm not sure what the call was on that second goal for us but the guys kept working and we just came up a little short."

NOTES: Chicago won all six meetings against the Blue Jackets last season and is now 20-12-4 all-time at Nationwide Arena. ... The Blackhawks improved to 4-0-0 on the road this season. ... The Blue Jackets were without RW Cam Atkinson, who suffered a lower-body injury in camp. He may be out at least a week. ... Hossa has 35 points (17 goals, 18 assists) in 29 career games against Columbus while Kane has 34 points (12 goals, 22 assists) and Toews 33 (14 goals, 20 assists) in 31 games against the Blue Jackets.

California today is announcing its intent to declare bisphenol A a reproductive hazard.

Under a state law known as Prop. 65, warning signs would be required for consumer items that contain a certain high level of BPA. BPA is used to make polycarbonate plastic, and also is found in liners of food and beverage cans and some thermal receipts.

Scientists say BPA is an estrogen-like substance that can alter reproductive hormones. California's Office of Environmental Health Hazard Assessment said it based its decision to list BPA as a Prop. 65 chemical on a 2008 report by the National Toxicology Program.

?"Bisphenol A meets the criteria for listing as known to the State to cause reproductive toxicity (developmental endpoint) under Proposition 65, based on findings of NTP [the National Toxicology Program]," according to the state agency.

"OEHHA is relying on the NTP?s conclusion in the report that there is clear evidence of adverse developmental effects in laboratory animals at 'high' levels of exposure," according to the state's decision.

The decision was based on laboratory tests by scientists that have shown effects on the body weight and reproductive development of the pups of pregnant rats and mice exposed to high levels of BPA.

The state agency is proposing to set an acceptable level of exposure that is considered fairly high, 290 micrograms per day. As a result, Sarah Janssen of the Natural Resources Defense Council wrote on her blog that the decision ?is not likely to trigger any warning labels on canned food or beverages.? The same is probably true for receipts and most other consumer products.

"However," she added, "a listing alone is quite significant and makes official what parents have known for years ? BPA is harmful and should be avoided."

Plastics and chemical manufacturers say the compound, which has been used in polycarbonate plastic for 50 years, is safe at levels people are exposed to

The intent of the law, passed by voters in 1986, is to require manufacturers to warn consumers whenever a chemical is used that has been linked to cancer or reproductive effects. In some cases, companies decide to avoid using the compound rather than put up warning signs in stores or other public places.

BPA already has been banned from baby bottles, and removed from most hard-shell water bottles. It also has been replaced with another chemical in most thermal receipts, although that chemical, known as BPS, also has been linked to estrogen-like effects.

The state agency will accept public comments for one month before making a final decision listing BPA.

Russia backs 'medieval' law on gay 'propaganda'

MOSCOW (Reuters) - Russia's parliament backed a draft law on Friday banning "homosexual propaganda", in what critics see as an attempt to shore up support for President Vladimir Putin in the country's largely conservative society.

Only one deputy in the State Duma lower house voted against the bill, but passions spilled over outside the chamber, where 20 people were detained after scuffles between Russian Orthodox Christians and gay activists who staged a "kiss-in" protest.

"We live in Russia, not Sodom and Gomorrah," United Russia deputy Dmitry Sablin said before the 388-1 vote in the 450-seat chamber. "Russia is a thousands-years-old country founded on its own traditional values - the protection of which is dearer to me than even oil and gas."

Veteran human rights campaigner Lyudmila Alexeyeva described the draft law as "medieval" and said it was intended to appeal to conservative voters after months of protests that have sapped Putin's popularity.

"It (the Duma) is relying on the ignorance of people who think homosexuality is some sort of distortion," she said.

The legislation has served to deepen divisions in society since Putin returned to the presidency in May and began moves seen by the opposition as designed to crackdown on dissent and smother civil society.

During the process, Putin and his supporters have underlined what they see as conservative, traditional Russian values.

He has drawn closer to the Russian Orthodox Church during this time, hoping the support of one of the most influential institutions in Russia will consolidate his grip on power.

SCUFFLES OUTSIDE DUMA

In a sign of the passions caused by the bill, clashes broke out between supporters and opponents outside the Duma, a few hundred meters from the Kremlin in central Moscow.

Supporters, some of them holding Russian Orthodox icons and crosses, cheered and threw eggs as police hauled away gay activists, one of whom was splashed with green paint. Police said 20 people had been held.

The law must be passed in three readings by the lower house, approved by the upper house and then signed by Putin to go into force. It would ban the promotion of gay events across Russia and impose fines of up 500,000 roubles ($16,600) on organizers.

Supporters of the law welcome moves that would allow the banning of gay rights marches and complain about television and radio programs which they say show support for gay couples.

"The spread of gay propaganda among minors violates their rights," ruling United Russia party deputy, Elena Mizulina, who chairs the Duma's family issues committee. "Russian society is more conservative so the passing of this law is justified."

Putin's critics say the law is the latest in a series of legislative moves intended to stifle the opposition.

In a sign Kremlin-loyal lawmakers hope to eliminate all opposition in the house, two deputies who joined in street protests against Putin said on Friday that their Just Russia party threatened to kick them out if they continued to do so.

Public approval for Putin, who is now 60, stood in January at 62 percent, the lowest level since June 2000, an independent pollster said on Thursday.

PUTIN AND THE CHURCH

Putin, a former KGB spy who has criticized gays for failing to help reverse Russia's population decline, has increasingly looked for support among conservative constituencies and particularly the church to offset his falling support.

The Russian Orthodox Church, resurgent since the collapse of the Soviet Union in 1991, has spoken out against homosexuality. Putin drew closer to the clergy during the trial and sentencing this summer of three members of the Pussy Riot punk band over their protest in the country's main cathedral.

Anti-gay propaganda laws are already in place in Arkhangelsk, Novosibirsk and St Petersburg, Putin's home city, where it was used unsuccessfully to sue American singer Madonna for $10 million for promoting gay love during a concert last year.

Some deputies raised concerns the bill would be misused, asking how it would define homosexuality, and one said the house was meddling in issues beyond its scope.

"Do you seriously think that you can foster homosexuality via propaganda?" the only deputy who voted against the bill, United Russia's Sergei Kuzin, challenged its authors during the debate.

Homosexuality, punished with jail terms in the Soviet Union, was decriminalized in Russia in 1993, but much of the gay community remains underground and prejudice runs deep.

In Moscow, city authorities have repeatedly declined permission to stage gay parades and gay rights' allies have often ended in arrests and clashes with anti-gay activists.

Law students to help Wills Clinic at Pembroke Legal Aid of North ...

Wake Forest law students will be returning to the Pembroke office of Legal Aid of North Carolina (LANC) for a fourth time this spring to serve area clients at two free Wills Clinics.

The clinics are scheduled for Saturday, Feb. 16, and Saturday, March 2.

Although LANC receives a grant to prepare advance directives for local residents, demand in the past few years has exceeded Pembroke office resources, according to Wake Forest Law Outreach Director Beth Hopkins. ?As a result, Wake Forest law students?have been?invited to work at the Wills Clinic?to receive hands-on?experience and?earn?pro bono hours,? she said.

Under the supervision of LANC Staff Attorney David Richardson, the law students will meet with clients and aid in drafting simple wills and advance directive documents for low-income clients?living in?Robeson County.

The Wills Clinic has been held?for the past three years,?and Aurora Stierwald, the Estate Planning Project Coordinator for the Pro Bono Project, who attended the Pembroke Wills Clinic as a?first-year law student, wanted to ensure ?it would run again.

?I think it?s a very rewarding experience for everyone involved,? Stierwald said. ?The students are able to utilize what they have learned in law school and also gain the practical experience that?s so important to a legal career. Legal Aid also really appreciates Wake Forest Law students driving?two-and-a-half?hours to Pembroke to help with these legal documents because they have more clients than they do resources.?

Facebook responds to recent app blocking criticism with policy 'clarification'

After the whole Vine kerfuffle and Yandex situation, Facebook clearly feels it has some explaining to do. Over at the site's Developer Blog, director, platform partnerships and operations Justin Osofsky would like to set some things straight about the social network's platform policies. He begins by assuring developers that most can just keep on keeping on.

Osofky adds, however,

For a much smaller number of apps that are using Facebook to either replicate our functionality or bootstrap their growth in a way that creates little value for people on Facebook, such as not providing users an easy way to share back to Facebook, we've had policies against this that we are further clarifying today
