Republican leadership, too, has been forced into a corner, in part by Obama as well as the party?s own right wing, as members have failed to come to agreement over agreeing to some tax concessions for the rich in order to stave off what amounts to a wholesale middle class tax hike.

For some intractable Republican House members, political experts say, part of the political calculation ahead of the 2014 mid-term elections is whether going off the fiscal cliff would spell political disaster or whether it may be seen more broadly as a return to what many see as principled governance.

As Wall Street indices got jittery on Friday, it began to look like some kind of piecemeal deal that would include a tax compromise and extension of unemployment benefits could be done by the drop-dead deadline, but it could be contingent on Republicans having to come back to fight for spending cuts at a later date.

That development puts the spotlight straight back on the kind of anti-tax, anti-spend tea party principles that helped to give the GOP the House in 2010, but which also left the party deeply fractured after Obama?s reelection this November.

To be sure, there may be a deeper logic than simple obstructionism at play within the GOP caucus, where some members, the theory goes, may be seeing an opportunity to avoid direct blame for a major middle class tax hike while making a deeper point about how America should be governed. How? By letting middle-class Americans start bearing the actual cost of electing a progressive president and a Democratic Senate, neither of which has seriously addressed entitlement spending.

?How can we expect people to care about the growth of government if it doesn?t cost them anything?? writes Marc Thiessen, a fellow with the American Enterprise Institute, in a Saturday Washington Post column. ?Big government is great if you don?t have to pay for it. Well, now it?s time to pay the bill. Maybe when the costs of the stimulus, Obamacare and exploding entitlements are finally deducted from their paychecks, Americans will rediscover the virtue of smaller government.?

Liberals point to a counter-logic that they contend will drive even tea party Republicans to strike a last-minute deal to avoid the fiscal cliff.

?If the deal is reached ? the Republicans have won: they have locked in a federal tax system that collects so little total federal revenue that government can afford almost nothing aside from the military, interest payments, retirement programs and health care,? writes Jeffrey Sachs, author of ?The Price of Civilization,? on the Huffington Post.

Five Bangladeshi sentenced to death for Saudi diplomat killing

DHAKA (Reuters) - A Bangladeshi court sentenced five members of a gang to death on Sunday for killing a Saudi Arabian diplomat in the capital Dhaka last March, court officials said.

Khalaf Ali, 45, a second secretary at his embassy, was shot at night near the embassy in Dhaka's diplomatic zone, raising an alarm over the first slaying of a diplomat in the country.

Judge Mohammad Motahar Hossain of the quick-trial court issued the verdict for the five men who police said shot Ali while trying to rob him. One of the accused remains on the run from police.

Saudi Arabia and Bangladesh have close ties, with a large number of Bangladeshis employed in the oil-rich kingdom. In recent years, the embassy has tightened visa rules to stop an influx of people with forged documents.

Relations between the two countries were strained in October 2011, when Saudi authorities executed eight Bangladeshi workers in public for their alleged involvement in an armed robbery in which an Egyptian security guard was killed.

State voters approved the quarter-cent tax hike on the November ballot as part of Proposition 30, although the measure received a 59 percent "no" vote in Orange County. Funds raised by the increase will go to K-12 schools and community colleges.

Consumers can save money by making any major purchases before Tuesday.

"It won't matter unless you're buying a big ticket item like a car," said Dennis Malloy, a salesperson at Easylife Furniture in Costa Mesa.

Malloy said none of his customers have mentioned the tax hike, which won't make much of a difference when purchasing couches and beds that sell for hundreds of dollars. "But if you're getting a car, you better buy now."

Tustin Toyota is using its web site, email blasts and radio spots to urge people to make purchases now and "beat the burden of the tax increase." The year-end marketing blitz has been successful. December sales are up 50 percent compared to the same time last year, said new car director Greg Vernon, speculating that a key reason for that bump is that people want to pay less on taxes.

"Quite a few customers have mentioned the tax hike," Vernon said. The big seller this month has been the Sienna XLE minivan, with a retail price of $33,360. "Even if it's just two or three hundred dollars, that's a substantial savings," he said.

But not everyone is talking up the tax hike to hike up business. Americans face a far bigger financial uncertainty as the "fiscal cliff" negotiations over federal tax increase and spending cuts remain unresolved.

Sean Taylor, member services manager for the Orange County Automobile Dealers Association, said he hasn't heard of other car dealers incorporating the impending tax increase into marketing campaigns.

Even people who would save the most by making an early purchase are seemingly unfazed about paying more sales tax next year. Acquiring a 2013 Lamborghini Aventador for $397,500 before 2013 would yield almost $1,000 in sales tax savings. "But that only works if you're buying the car in cash," said Pietro Frigerio, general manager of Lamborghini Newport Beach in Costa Mesa. None of his customers have mentioned the tax hike. Most of his clients lease, so Frigerio said they would only save a couple of dollars per month.

In La Habra, where voters approved a 20-year half-cent hike four years ago, sales tax will increase to 8.5 percent. That is still lower than the Los Angeles County, where consumers will pay 9 to 10 percent for retail purchases next year. Los Angeles city voters will vote in March on another half-cent hike.

On Twitter, the social network where consumers often air complaints about companies and government, much of the recent Orange County chatter about tax hikes has centered around the "fiscal cliff" stalemate and national policy, with very little mention of California's tax increases.

Although the statewide tax hike is just one-fourth of a percent, the tax increase still could have a marginal effect on consumer spending, said Scott W. Drenkard, economist with the Tax Foundation think tank in Washington, D.C. "When prices go up, demand goes down. It's just the law of supply and demand."

"I'm more concerned about the income tax hike that was already retroactively imposed," Drenkard said. That increase, also a part of Prop. 30, will affect households that earn more than $250,000 a year, and will apply to income earned during 2012.

Birdsong study pecks theory that music is uniquely human

Dec. 27, 2012 ? A bird listening to birdsong may experience some of the same emotions as a human listening to music, suggests a new study on white-throated sparrows, published in Frontiers of Evolutionary Neuroscience.

"We found that the same neural reward system is activated in female birds in the breeding state that are listening to male birdsong, and in people listening to music that they like," says Sarah Earp, who led the research as an undergraduate at Emory University.

For male birds listening to another male's song, it was a different story: They had an amygdala response that looks similar to that of people when they hear discordant, unpleasant music.

The study, co-authored by Emory neuroscientist Donna Maney, is the first to compare neural responses of listeners in the long-standing debate over whether birdsong is music.

"Scientists since the time of Darwin have wondered whether birdsong and music may serve similar purposes, or have the same evolutionary precursors," Earp notes. "But most attempts to compare the two have focused on the qualities of the sound themselves, such as melody and rhythm."

Earp's curiosity was sparked while an honors student at Emory, majoring in both neuroscience and music. She took "The Musical Brain" course developed by Paul Lennard, director of Emory's Neuroscience and Behavioral Biology program, which brought in guest lecturers from the fields of neuroscience and music.

"During one class, the guest speaker was a composer and he said that he thought that birdsong is like music, but Dr. Lennard thought it was not," Earp recalls. "It turned into this huge debate, and each of them seemed to define music differently. I thought it was interesting that you could take one question and have two conflicting answers that are both right, in a way, depending on your perspective and how you approach the question."

As a senior last year, Earp received a grant from the Scholars Program for Interdisciplinary Neuroscience Research (SPINR), and a position in the lab of Maney, who uses songbirds as a model to study the neural basis of complex learned behavior.

When Earp proposed using the lab's data to investigate the birdsong-music debate, Maney thought it was a great idea. "Birdsong is a signal," Maney says. "And the definition of a signal is that it elicits a response in the receiver. Previous studies hadn't approached the question from that angle, and it's an important one."

Earp reviewed studies that mapped human neural responses to music through brain imaging.

She also analyzed data from the Maney lab on white-throated sparrows. The lab maps brain responses in the birds by measuring Egr-1, part of a major biochemical pathway activated in cells that are responding to a stimulus.

The study used Egr-1 as a marker to map and quantify neural responses in the mesolimbic reward system in male and female white-throated sparrows listening to a male bird's song. Some of the listening birds had been treated with hormones, to push them into the breeding state, while the control group had low levels of estradiol and testosterone.

During the non-breeding season, both sexes of sparrows use song to establish and maintain dominance in relationships. During the breeding season, however, a male singing to a female is almost certainly courting her, while a male singing to another male is challenging an interloper.

For the females in the breeding state every region of the mesolimbic reward pathway that has been reported to respond to music in humans, and that has a clear avian counterpart, responded to the male birdsong. Females in the non-breeding state, however, did not show a heightened response.

And the testosterone-treated males listening to another male sing showed an amygdala response, which may correlate to the amygdala response typical of humans listening to the kind of music used in the scary scenes of horror movies.

"The neural response to birdsong appears to depend on social context, which can be the case with humans as well," Earp says. "Both birdsong and music elicit responses not only in brain regions associated directly with reward, but also in interconnected regions that are thought to regulate emotion. That suggests that they both may activate evolutionarily ancient mechanisms that are necessary for reproduction and survival."

A major limitation of the study, Earp adds, is that many of the regions that respond to music in humans are cortical, and they do not have clear counterparts in birds. "Perhaps techniques will someday be developed to image neural responses in baleen whales, whose songs are both musical and learned, and whose brain anatomy is more easily compared with humans," she says.

Earp, who played the viola in the Emory orchestra and graduated last May, is now a medical student at the Cleveland Clinic.

So what music makes her brain light up? "Stravinsky's 'Firebird' suite," Earp says.

Geminid meteor shower peaks tonight: When to watch for falling stars

A new and as-yet unnamed meteor shower may also make an appearance tonight, ramping up the celestial display even further.

Skywatchers around the world are in for a treat tonight, as the annual Geminid meteor shower is poised to put on a spectacular show.

The Geminids?will peak overnight tonight (Dec. 13) with the moon at its new phase. The skies will thus be free of the moon's glare, allowing viewers in rural areas to see perhaps 100 or more meteors per hour, experts say.

A new and as-yet unnamed?meteor shower?may also make an appearance tonight, ramping up the celestial display even further.

"Meteors?from the new shower (if any) will be visible in the early evening, with the Geminids making their appearance later on and lasting until dawn," Bill Cooke, head of NASA's Meteoroid Environment Office, said in a statement.?[Photos: Geminid Meteor Shower of December 2011]

The Geminids ? so named because they appear to emanate from the constellation Gemini (The Twins) ? result when Earth plows through debris shed by the huge, enigmatic asteroid 3200 Phaethon. This is unusual for annual meteor showers, which are typically caused by comet particles.

The potential new shower's source is a comet called Wirtanen, Cooke said. Earth hasn't run into Wirtanen's debris stream before, but computer models suggest this year could be different.

If the new shower does indeed materialize, it could produce up to 30 meteors per hour tonight by itself, Cooke said. These shooting stars will seem to be coming from the constellation Picses (The Fish), so the shower may end up being called the Piscids.

A few scattered Geminids can be spotted shortly after sunset tonight. The show will really start picking up around 10 p.m. local time, experts say, and it should peak at 2 a.m. or so. You won't need binoculars or a telescope to see the shooting stars; just crane your neck up, preferably in a spot away from bright city lights.

You can also watch the meteor action online tonight if you so choose. Cooke and several NASA colleagues will host a live web chat overnight from 11 p.m. to 3 a.m. EST (0400 to 0800 GMT), complete with live video of streaking meteors captured by a special camera at NASA's Marshall Space Flight Center in Huntsville, Ala. Skywatchers who miss tonight's peak will have a few other chances to catch the Geminids this year. The shower should linger until Dec. 16 or so before petering out completely.

Brent holds near $111 on US fiscal uncertainty; Japan supports

SINGAPORE (Reuters) - Brent crude held near $111 per barrel on Thursday as jittery investors stayed on the sidelines with a deadline to avert a U.S. fiscal crisis approaching, while hopes the new Japanese government's policies will spur demand supported prices.

U.S. President Barack Obama and Republican lawmakers resumed talks on Wednesday over the so-called fiscal cliff - tax hikes and spending cuts slated to take effect next week that could push the economy back into recession.

"There is no easy way to resolve the U.S. fiscal cliff, but there should be a compromise at some point and that's what the market is looking for," said Tetsu Emori, a commodity fund manager at Astmax in Tokyo.

Front-month Brent futures slipped 16 cents to $110.91 per barrel at 0501 GMT, giving up some of the previous session's 2 percent gain.

Brent may face some resistance between $112 and $113 before falling towards $102.7 over the next three months, according to Wang Tao, Reuters market analyst for commodities and energy technicals.

U.S. crude dropped from a nine-week high reached on Wednesday, shedding 6 cents to $90.92.

Oil futures rose in early Asian trade, taking a cue from Japanese stocks, which were at an 18-month high after the country's new prime minister said beating deflation in the world's No. 3 oil consumer and taming a strong yen were his top priorities.

"There are hopes that the aggressive fiscal policies will help Japan get out of deflation and, as it is an importer of commodities, that's a positive for oil markets," Emori said.

The government will pursue bold monetary policy, flexible fiscal policy and a growth strategy to encourage private investment, Prime Minister Shinzo Abe said on Wednesday .

The White House and Republicans are still far apart, as hopes for legislation to prevent the U.S. economy from tumbling off the fiscal cliff switch to the Senate.

Democrats control a majority in that chamber but still need some support from Republicans across the aisle for a likely attempt to raise taxes on the wealthy.

Obama will try to revive budget crisis talks - which stalled last week - when he returns to Washington on Thursday after cutting short his Christmas holiday in Hawaii.

"While markets have vacillated between optimism and pessimism over the prospects for a compromise, we expect a deal only at the last minute, with lots of decisions delayed into the New Year and austerity of roughly 2 percent of GDP," Bank of America-Merril Lynch analysts said in their weekly report.

Worries about supplies from the Middle East rose once more after security forces in the United Arab Emirates arrested a cell of UAE and Saudi Arabian citizens which they said was planning to carry out militant attacks in both countries and other states.

The region holds some of the world's largest oil fields and as a result any unrest in the area triggers supply concerns.

Oil futures may rise in the first quarter of 2013 with the global economy showing early signs of a pick-up, and on expectations that the fiscal crisis will be resolved.

Encouraging economic data from China, aggressive action by the European Central Bank to help its economies, and quantitative easing by the U.S. Federal Reserve together brighten the outlook for oil in the near-term.

U.S. crude could rise to $100 per barrel and Brent may test $120 by the end of March, said Emori.

Also supporting prices are expectations that U.S. crude stockpiles may have decreased last week as refiners kept inventory low for year-end tax purposes.

Crude stocks may have dropped by 1.9 million barrels in the week ended Dec 21, a Reuters poll showed on Wednesday.

Inventory data from the American Petroleum Institute will be released on Thursday, while numbers from the Energy Information Administration will be out on Friday, a day later than usual, because of the Christmas holiday.

opportunitiesOver the last few years we all have heard and seen a lot of initiatives around digital health but I just can?t hep but think that we are just skimming the top of digital health. ?The changes that are being implemented due to the Affordable Care Act are going, I believe, to make more patients consumers of healthcare at the same time when consumers are learning the importance of digital devices to keep them connected and control the world they live in.

Average health insurance premiums for employer-sponsored family coverage soared 62% between 2003 and 2011, far outpacing the rise in wages, a new study found.

By 2011, there were 35 states in which the annual premium equaled 20% or more of income, according to a study issued Wednesday by?The Commonwealth Fund. This compares to just one state in 2003. ?Most consumers have no idea how much they pay for healthcare beyond premiums and co-pays.

Until they do it will be difficult to temper the rate of cost growth in healthcare, says Paul H. Keckley, PhD, executive director of the Deloitte Center for Health Solutions.??Our surveys show that about 53% of consumers are oblivious to costs and tend to go along with whatever is suggested. Only one in 10 is inclined to be price sensitive,? Keckley says. ??That is a pretty bad starting point for reducing healthcare costs, especially if the incentives in the system are for doing more, which leads doctors and providers to recommend tests and surgeries that shouldn?t be done, or even medications that don?t work.?

A study from Deloitte?The hidden costs of U.S. health care: Consumer discretionary health care spending?finds that out-of-pocket expenses accounted for about 13% ($402 billion) of the estimated $3.2 trillion in healthcare spending in 2010.?

Government spending accounted for 40% of the spending. Of this, Medicare accounted for 16% ($527 billion); Medicaid, around 13% ($404 billion); and other public spending just under 11% ($346 billion). Private insurance paid for 27% of expenditures ($861 billion).

If we are serious about lowering healthcare costs a number of things have to happen. First, consumers have to take more responsibility for their personal health and wellness. ?This means we ALL have to take better care of ourselves and take steps to get healthy via better diets and exercise. ?Second, healthcare marketers need to stop selling so hard and provide clear and concise reasons for patients to ask for or use their medications. ?Non compliance and adherence costs billions of dollars in healthcare dollars. ?Finally, digital has to come together to provide a better overall patient experience.

As I have said many times and what research has shown is that the digital search for health information does not start and end in one place. ?Consumers want more information and want to hear others experiences when it comes to healthcare treatments. ?Some believe that mHealth is the answer but I would argue that we are far from having mHealth become a major part of the patient healthcare experience. ?This doesn?t meant that healthcare marketers shouldn?t invest in mHealth it just means that they need think about mHealth in terms of adding real value to patients.

Comscore recently indicatedthat consumers and patients are still using pharma sites but most pharma sites try too hard to sell and most don?t give users what they want which is information they can understand and use. ?Click stream analysis of many sites shows that consumers usually go from one site to another site to collect health information. ?The bottom line is that healthcare marketers need to get users involved in their marketing, from strategy to execution. ?They need to ask consumers ?what they want in digital health? and the need a system that keeps on building on learnings.

Digital health is at a very early stage but with a new tools coming online and with more and more consumers learning how to integrate digital into their lives their is a wealth of opportunities.

Mountaintop Rallies Around Fire Victims | WNEP.com ? Scranton ...

A community in Luzerne County Sunday night rallied around a Mountaintop family whose home burned down two weeks ago.

At the party, Jack and Amy Gentilesco, and their five children aged 14-22, were the guests of honor.

?I think it may be the nicest holiday we`ve ever had,? said Amy, doubting she?d have said something like that two weeks ago.

The Gentilesco`s home in Mountaintop burned to the ground in a spectacular fire.

No one was hurt, but the family lost everything inside.

?It`s just a terrible thing to happen to such a wonderful family,? said Kara Maloney, a friend of the Gentilesco?s oldest daughters.

Their friends had to do something to help their friends who lost so much.

?Our house burned down years ago,? said family friend Gary Buczynski.? ?I know what they`re going through.?

That?s why friends put together a pre-Christmas party at the ?Touch of Class Palace.?? The money raised will help the Gentilescos rebuild.

?It?s bad they lost a lot of mementos, things like that.? The house will be rebuilt, and they will get through it,? said Gary Buczynski.

?We`re lucky to be here to celebrate,? added Amy Gentilesco.? ?We`re lucky that we`re in this community.?

Lucky on many levels.

Their family?s helpless feelings of watching fire destroy their home passed quickly.

Two days after the fire, something far worse happened with the murder of 26 young students and teachers at a Connecticut elementary school.

That?s why the Gentilescos see their situation as a setback, not a tragedy.

?And we know that our kids are here, with us, and everything is going to be just fine,? Amy said.

The Gentilescos are staying with relatives for the holidays, and plan to rebuild their home in Mountaintop.

'One Christmas at a Time' is holiday music for gamers and geeks

When was the last time you took a sleigh ride to grandma's house? And have you ever actually?roasted chestnuts?on an open fire? Have you? Really?

We love our traditional holiday songs this time of year, but after a while?one can't help but long for?a little Christmas music that's more ... relevant to the times.

That's where the new album from geek and gamer cult fave?Jonathan Coulton and his?collaborator John Roderick of the The?Long Winters rides to the rescue (in a rocket-powered?sleigh pulled by robots, that is).?

"One Christmas at a Time" ? which you can download for $10?here, here and here ? is chock full of quirky, funny and even heartwarming songs for the kind of modern?holidays we all know, love and sometimes loathe.

After all, who hasn't?watched that annoying/drunk relative?ruin the Christmas dinner?(or at least make everyone really uncomfortable)? And who hasn't longed for that gift that they might not get?

In "One Christmas at a Time," Coulton and Roderick?sing?songs?about awkward holiday celebrations, failed shopping efforts?and?that strange?week between Christmas and New Year's Day, offering up some tech-themed tunes along the way. For example, in?"Wikipedia Chanukah" Coulton and Roderick?take us on a tour of the online encyclopedia's explanation of the Jewish holiday (perhaps the closest you'll hear these two come to performing dubstep) And "2600" is a zippy?ode to Coulton and Roderick's childhood longing to find an?Atari 2600 game machine under the tree. (Coulton was fortunate enough to get one but Roderick, alas, was given an Intellivison instead).?

Coulton, a former computer programmer, has earned a dedicated?following among gamers,?geeks and nerds of all stripes?thanks to his intelligent?song-writing infused with a sense of humor. ?His song?"Code Monkey" ? a jaunty, simian ode?to programmers everywhere ? became a hit among the tech crowd. And his song "I'm Your Moon"?about Pluto's demotion from planet status and its unusual dance with the moon Charon is a stargazer favorite.

Meanwhile,?Coulton has written a couple of gaming world's most famous and?most covered songs. That is, he wrote?"Still Alive"?the song sung by the malevolent artificial intelligence GLaDOS at the end of "Portal." The brain-consumingly?catchy?tune?has been covered by?furries,?a?children's choir?and even?some?computers.?And Coulton?followed that hit up?with the song?"Want You Gone" for "Portal 2" (check out the excellent?fan-made video?here.)?

Of course, the question is,?why a Christmas album?

"It?s one of those things that,?when you are a musician and you?re working on stuff, putting albums out, it?s this thing that?s always on your radar as a thing you?re eventually going to do before you die," he told NBC News in a recent interview. "You?ve already done the first album, then you?ve done the difficult second album. Then there?s a bunch of other?albums in the middle. Somewhere near the end, you do the duets album ??right before you die probably. But before that, you do a Christmas record and?you do maybe a kid?s record."

Oh and he adds, "You?ve got to do an electronica album in there somewhere. That?s in my future I think."

Certainly Coulton doesn't shy away from doing the unexpected. The singer/songwriter has carved out?his own niche?(and inspired?a passionate following online and off) ever since giving up his career as a programmer.

"You spend nine years at the same company working on the same software package and you start to wonder what else is out there," he said. What was out there for Coulton was music ? and a unique project that still inspires him to this day.

"When I started doing music full time, the first thing I did was this Thing a Week Project, which was a year of releasing a new song every Friday whether I wanted to or not," he said. "And the thing that I learned from that is that I really blossom creatively when I?m challenged and afraid."

Coulton said he uses that lesson as a compass when deciding what to do next.

"If?somebody?says, 'Hey do you want to do this thing?' and it makes me a little frightened,?then while my lizard brain says, 'No no no you shouldn?t do that!' my higher brains says, 'You should think about doing that because that might be really?interesting.'"

And Coulton has no shortage of interesting projects in the works. In addition to the Christmas album and a recent tour, he is the co-host for the NPR puzzle and?word games show "Ask Me Another,"?season 2 of which begins in January.??(If you'd like to attend one of the upcoming live tapings, check out this link.)

Coulton is also gearing up for the third annual?Jo Co Cruise Crazy?event???a weeklong?Eastern Caribbean cruise in which fans are invited to sail the high seas aboard a Royal Caribbean ship while the singer?and an amazing array of artists and entertainers perform for and amuse?them. Among the confirmed stars who will be onboard this geek-filled ship starting Februrary 10 ? John Hodgman and Wil Wheaton as well as Coulton's "One Christmas at a Time" collaborator John Roderick.

"It's a ton of fun," he says of this unique seafaring adventure (which you can still sign up for). "It's about the cruise, but it's also about this community of people who are fans of things that are awesome who all get together in this one space. India clamps down on gang rape protests, PM appeals for calm

NEW DELHI (Reuters) - Indian authorities throttled movement in the heart of the capital on Monday, shutting roads and railway stations in a bid to restore law and order after police fought pitched battles with protesters enraged by the gang rape of a young woman.

In an unusual televised address, Prime Minister Manmohan Singh called for calm following the weekend clashes in New Delhi and vowed to punish the rapists for their "monstrous" crime.

Singh's government, often accused by critics of being out of touch with the aspirations of many Indians, has been caught off-guard by the depth of the popular outrage as protests have snowballed and spread to other cities. India is seen as one of the most unsafe places in the world to be a woman.

Instead of channeling the outrage, the government has found itself on the defensive over the use of force against the protesters and complaints that it has done little in its eight years in power to create a safer environment for women.

The protests have been the biggest in the capital since 2011 demonstrations against corruption that rocked the government.

"People are not reacting to just one rape case. They are reacting to the general malaise, the frustration with the leadership. There is a feeling that the leadership is completely disconnected," said political analyst Neerja Chowdhury.

Police barricaded roads leading to India Gate, an imposing Arc de Triomphe-style war memorial in the center of the city, that has become a hub of the protests by mostly college students. Many metro rail stations in fog-shrouded Delhi were also closed, crippling movement around the city of 16 million.

The protests overshadowed an official visit by Russian President Vladimir Putin and disrupted his schedule.

The 23-year-old victim of the December 16 attack, who was beaten, raped for almost an hour and thrown out of a moving bus in New Delhi, was still in a critical condition on respiratory support, doctors said.

In the weekend spasm of violent protests, police use batons, teargas and water cannon against demonstrators around the capital. Protests and candle-light vigils have also taken place in other Indian cities but they have been more peaceful.

"I appeal to all concerned citizens to maintain peace and calm. I assure you we will make all possible efforts to ensure security and safety of women in this country," Singh said in his televised address to the nation.

Singh has been under fire for remaining largely silent since the rape. He issued a statement for the first time on Sunday, a week after the crime. Sonia Gandhi, chief of the ruling Congress Party, has met some of the protesters to hear their demands.

Comments by political commentators, sociologists and protesters suggest the rape has tapped into a deep well of frustration that many Indians have over what they see as weak governance and poor leadership on social and economic issues.

"There is a huge amount of anger. People are deeply upset that despite so many incidents there has not been much response from the state and the government," said social activist Ranjana Kumari, director of the Centre for Social Research in Delhi.

SOCIAL MEDIA SITES DRIVE PROTESTS

New Delhi has the highest number of sex crimes among India's major cities, with a rape reported on average every 18 hours, according to police figures. A global poll by Thomson Reuters Foundation in June found that India was the worst place in the world to be a woman because of high rates of infanticide, child marriage and slavery.

Since last week's rape, the authorities have promised better police patrolling to ensure safety for women returning from work and entertainment districts, more buses at night, and fast-track courts for swift verdicts on cases of rape and sexual assaults.

But protesters view those measures as inadequate and are looking for the government to take a firmer stand on sexual assaults countrywide, most of which go unreported.

Reported rape cases in India have increased by 9.2 percent to 24,206 cases in 2011 from 22,172 the previous year, according to the latest figures from the National Crime Record Bureau,

"This is not about that one rape," said aspiring fashion designer Shruti Sharma, 24, at a protest in Delhi on Monday.

"This is about how crime is rampant in our cities. We are angry at the government for not ensuring the safety of its citizens. The judiciary is slow. Cases take too long."

Opposition political parties, normally quick to exploit the government's vulnerabilities, have largely been sidelined in the protests, which have mostly been organized through social media sites such as Twitter and Facebook.

The protesters come from all walks of life but many are young and middle class. Political commentators see their involvement as evidence of growing frustration with the government's focus on poor and rural voters and a failure to pass on the benefits of a decade of rapid economic growth.

So far, however, the protesters' focus has been on the rape case rather than on other grievances.

Russia says it won't host Assad but others welcome

MOSCOW (AP) ? Russia's foreign minister says Moscow would welcome any country's offer of a safe haven to Syrian President Bashar Assad, but underlined that Moscow itself has no intention of giving him shelter if he steps down.

Russia has repeatedly used its veto right along with China at the U.N. Security Council to protect its old ally from international sanctions, but it has increasingly sought to distance itself from Assad.

Foreign Minister Sergei Lavrov told reporters late Friday that countries in the region he wouldn't name publicly had asked Russia to convey their offer of a safe passage to Assad. He said that Russia responded by telling them to go directly to Assad: "We replied: 'What do we have to do with it? If you have such plans, you go straight to him.'"

Asked if Moscow could offer a refuge to Assad, Lavrov responded that "Russia has publicly said that it doesn't invite President Assad."

"If there is anyone willing to provide him guarantees, they are welcome!" Lavrov told reporters on board a plane returning from Brussels where he attended a Russia-EU summit. "We would be the first to cross ourselves and say: "Thank God, the carnage is over! If it indeed ends the carnage, which is far from certain."

Asked if Moscow could offer a refuge to Assad, Lavrov said that it has no such intention.

"Russia has publicly said that it doesn't invite President Assad here," he said.

He also said the Syrian government has pulled its chemical weapons together to one or two locations from several arsenals across the country to keep them safe amid the rebel onslaught.

"According to the information we have, as well as the data of the U.S. and European special services, the government is doing everything to secure it," he said. "The Syrian government has concentrated the stockpiles in one or two centers, unlike the past when they were scattered across the country."

U.S. intelligence says the regime may be readying chemical weapons and could be desperate enough to use them. Both Israel and the U.S. have also expressed concerns they could fall into militant hands if the regime crumbles.

Lavrov added that U.N. peace envoy for Syria, Lakhdar Brahimi, would visit Moscow for talks before the year's end.

He said that Moscow has also invited the revamped Syrian opposition leadership to visit.

"We are ready to honestly explain that the emphasis on a military solution and the dismantling of the state institutions is disastrous for the country," he said. "Listen, there will be no winner in this war."

'Hobbit' extends No. 1 journey with $36.7 million

(AP) ? Tiny hobbit Bilbo Baggins is running circles around some of the biggest names in Hollywood.

Peter Jackson's "The Hobbit: An Unexpected Journey" took in $36.7 million to remain No. 1 at the box office for the second-straight weekend, easily beating a rush of top-name holiday newcomers.

Part one of Jackson's prelude to his "The Lord of the Rings" trilogy, the Warner Bros. release raised its domestic total to $149.9 million after 10 days. The film added $91 million overseas to bring its international total to $284 million and its worldwide haul to $434 million.

"The Hobbit" took a steep 57 percent drop from its domestic $84.6 million opening weekend, but business was soft in general as many people skipped movies in favor of last-minute Christmas preparations.

"The real winner this weekend might be holiday shopping," said Paul Dergarabedian, an analyst for box-office tracker Hollywood.com.

Tom Cruise's action thriller "Jack Reacher" debuted in second-place with a modest $15.6 million debut, according to studio estimates Sunday. Based on the Lee Child best-seller "One Shot," the Paramount Pictures release stars Cruise as a lone-wolf ex-military investigator tracking a sniper conspiracy.

Opening at No. 3 with $12 million was Judd Apatow's marital comedy "This Is 40," a Universal Pictures film featuring Paul Rudd and Leslie Mann reprising their roles from the director's 2007 hit "Knocked Up."

Paramount's road-trip romp "The Guilt Trip," featuring "Knocked Up" star Seth Rogen and Barbra Streisand, debuted weakly at No. 6 with $5.4 million over the weekend and $7.4 million since it opened Wednesday. Playing in narrower release, Paramount's acrobatic fantasy "Cirque du Soleil: Worlds Away" debuted at No. 11 with $2.1 million.

A 3-D version of Disney's 2001 animated blockbuster "Monsters, Inc." also had a modest start at No. 7 with $5 million over the weekend and $6.5 million since opening Wednesday.

Domestic business was off for the first time in nearly two months. Overall revenues totaled $112 million, down 12.6 percent from the same weekend last year, when Cruise's "Mission: Impossible ? Ghost Protocol" debuted with $29.6 million, according to Hollywood.com.

Cruise's "Jack Reacher" opened at barely half the level as "Ghost Protocol," but with a $60 million budget, the new flick cost about $100 million less to make.

Starting on Christmas, Hollywood expects a big week of movie-going with schools out through New Year's Day and many adults taking time off. So Paramount and other studios are counting on strong business for films that started slowly this weekend.

"'Jack Reacher' will end up in a very good place. The movie will be profitable for Paramount," said Don Harris, the studio's head of distribution. "The first time I saw the movie I saw dollar signs. It certainly wasn't intended to be compared to a 'Mission: Impossible,' though."

Likewise, Warner Bros. is looking for steady crowds for "The Hobbit" over the next week, despite the debut of two huge newcomers ? the musical "Les Miserables" and the action movie "Django Unchained" ? on Christmas Day.

"We haven't reached the key holiday play time yet," said Dan Fellman, head of distribution for Warner. "It explodes on Tuesday and goes right through the end of the year."

In limited release, Kathryn Bigelow's Osama bin Laden manhunt saga "Zero Dark Thirty" played to packed houses with $410,000 in just five theaters, averaging a huge $82,000 a cinema.

That compares to a $4,654 average in 3,352 theaters for "Jack Reacher" and a $4,130 average in 2,913 cinemas for "This Is 40." ''The Guilt Trip" averaged $2,217 in 2,431 locations, and "Monsters, Inc." averaged $1,925 in 2,618 cinemas. Playing just one matinee and one evening show a day at 840 theaters, "Cirque du Soleil" averaged $2,542.

Since opening Wednesday, "Zero Dark Thirty" has taken in $639,000. Distributor Sony plans to expand the acclaimed film to nationwide release Jan. 11, amid film honors and nominations leading up to the Feb. 24 Academy Awards.

Opening in 15 theaters from Lionsgate banner Summit Entertainment, Naomi Watts and Ewan McGregor's tsunami-survival drama "The Impossible" took in $138,750 for an average of $9,250.

A fourth new release from Paramount, "The Sopranos" creator David Chase's 1960s rock 'n' roll tale "Not Fade Away," debuted with $19,000 in three theaters, averaging $6,333.

Universal's "Les Miserables" got a head-start on its domestic release with a $4.2 million debut in Japan.

Estimated ticket sales for Friday through Sunday at U.S. and Canadian theaters, according to Hollywood.com. Where available, latest international numbers are also included. Final domestic figures will be released Monday.
